Paul Boyce spent 26 years at sea on various types of vessel, rising to the rank of Staff Captain on cruise ships before coming ashore to help implement the ISPS code for a cruise ship company, thereafter he went into consultancy. He has a wealth of knowledge and experience in Maritime Safety, Security and ISM systems, and is a not only a qualified ISM/ISPS lead auditor but also an ISPS trainer and surveyor.

Paul has been a key figure in the development of ship and port security plan formats and instrumental in the interpretation of the various administration requirements. He has developed more than 50 of his own plans for ISPS, which have been approved by societies including: MCA , DNV, Cayman, DGMM, Bahamas, Panama, Isle of Man, NKK and Liberia.
